Unarmed Man Shot 10 Times by Police: Family's Seven-Year Fight for Justice
On November 17, 2017, Bijan Ghaisar, a 25-year-old man, was shot and killed by two DC park police officers, Lucas Vinyard and Alejandro Amaya, after a traffic incident on the George Washington Memorial Parkway in Virginia. Following a minor car accident, Ghaisar was pursued by police. Video footage shows officers approaching his vehicle with guns drawn, and ultimately shooting him ten times in the head at close range. Ghaisar was unarmed. His mother, Kelly Ghaisar, alleges racism played a significant role in the incident and subsequent lack of accountability.
The Ghaisar family endured a prolonged legal battle, including a wrongful death civil lawsuit settled in 2023 for $5 million. Despite a manslaughter indictment against the officers in 2020, all criminal charges were dismissed in 2021 due to qualified immunity laws. The officers returned to duty in January 2024. The family founded the Bijan Ghaisar Foundation to fight gun violence, police brutality, and qualified immunity.
