Raed Jamal, a 36-year-old father of four from the al-Mawasi displacement camp in southwest Gaza, described witnessing the deaths of three boys near a Gaza Humanitarian Foundation (GHF) aid distribution center on an unspecified date in 2024. He recounted receiving only empty boxes despite the perilous journey through active conflict zones. The GHF, a US-based startup, operates four militarized aid distribution centers in evacuation zones, forcing civilians to enter areas they’ve been ordered to leave to access aid. These sites, according to the GHF's Facebook page, remain open for very short periods.

The system, criticized by NGOs including UNRWA chief Philippe Lazzarini who called it a "death trap," favors stronger individuals, leading to dangerous rushes for supplies amidst Israeli tanks and troops. Since May 2024, over 1,000 people have died while seeking aid, according to the UN. The GHF, employing US mercenaries, replaced a previous UN-run system with 400 non-militarised aid points, a change that has faced widespread condemnation from humanitarian organizations, including over 170 NGOs calling for its closure in early July 2024. Médecins Sans Frontières (MSF) called the system "not humanitarian aid" and believes it was designed to cause harm. The GHF has defended its operations and disputed the death tolls.

Impact Statement: The highly criticized aid distribution system in Gaza is causing significant loss of life and exacerbating the humanitarian crisis, with widespread condemnation from international humanitarian organizations. The system's design and implementation are raising serious concerns about the safety and well-being of the Palestinian population.
